Duties Description The New York State Senate Majority seeks a new Finance Secretary, to serve as a member of Majority Leader Andrea Stewart-Cousins senior leadership team and lead the conference through the New York State Budget process each session.
In this dynamic role, you will:
• Report directly to the Majority Leader and advise on all issues related to state finance and the New York State budget
• Serve as the primary staff negotiator on behalf of the State Senate Majority during the NYS Budget Negotiation on all fiscal matters
• Manage a team of 30 budget analysts, directors and deputies
• Keep majority members informed on all items related to the NYS budget, and work with conference members and leadership to develop budget priorities and the Senate One-House Budget Resolution including analyzing the Executive Budget, presenting it to members, and working on members priorities
• Oversee all Senate-based member budget items, grants and other financial aspects of legislative initiatives
• Work with committee chairs to assess budget priorities, informing on the budget process, and directing finance staff to advocate on behalf of chair's priorities during budget process
• Serve as a member of the Majority Leadership staff team helping to execute conference priorities
• Manage relationships with counterparts in NYS Assembly and Executive Branch along with relevant external stakeholders to the NYS Budget Process
• Oversee all fiscal analysis of legislation and provide accurate and substantive background for estimates
• Oversee weekly operations of the Senate Finance Committee in conjunction with the Senate Finance Chair
• Other duties as assigned by the Majority Leader
Minimum Qualifications The ideal candidate will have:
• A bachelor's degree and master's degree in public administration, public policy or a related field or equivalent experience
• 10 to 15 years' experience in government, public policy, public sector financial analysis or other relevant fields
• Prior direct work experience as a part of the New York State Budget Process either at a state agency, department of budget, Assembly or Senate
• Experience managing teams of 10 or more diverse individuals

• Excellent communication: Effective verbal and written communication skills, with the ability to articulate ideas clearly and professionally
• History of being a team player: Demonstrated ability to work collaboratively in a fast-paced, high-pressure environment, supporting team goals and priorities
• Organizational skills: Strong organizational and time management skills, with the ability to prioritize tasks, meet deadlines, and adapt to changing priorities
Additional Comments This is a full-time position based in Albany, New York. Occasional travel may be required to attend meetings, conferences, or other relevant events. Late nights and weekend work is required during the Legislative Session. The salary is $170,000-185,0000 annually, commensurate with education and experience.
