Job Description
Directs and oversees various elections sponsored by Dallas County and contracted by cities and schools, while ensuring compliance with Federal and State laws specified in the Texas Election Code.
Management Scope:
"The Elections Administrator manages the Elections Department staff and approximately 5,000 election personnel during major elections, with an annual budget of $6 - $8 million. The Elections office typically contracts elections with 47 entities, including political subdivisions and vendors. The county has an official population of 2,368,139, with 1.4 million registered voters. This position will direct and oversee various elections sponsored by Dallas County and contracted by cities and schools while ensuring compliance with Federal and State laws specified in the Texas Election Code."
Responsibilities
1. Directs and oversees absentee mail voting, early voting, and election day voting for 1.1 million registered voters; ensures the voter registration rolls are accurate and complete; and oversees the campaign finance files for candidates and office holders.
2. Negotiates, drafts, and finalizes comprehensive election contracts; ensures compliance of contracts for thirty (30) contracted elections per year; and presents briefings and orders for Commissioners Court, the Election Board and the Citizen Election Advisory Committee.
3. Supervises and participates in voter outreach projects to inform citizens of the election process and encourages registration and voting; and oversees the election department's obligation after the decennial redistricting process and mailing of voter certificates.
4. Supervises and participates in operational planning, departmental budget and financial control, and oversees the election services contracts budget.
5. Ensures the timely recruiting and training of early voting election judges and staff, the utilization of equipment, and the reporting of counted ballots and election results.
6. Directs the proper design, layout, printing and testing of ballots; directs the development and maintenance of computer programs designed to ensure votes are accurately counted and reported in a timely manner; ensures the maintenance and upgrades of voting systems; and assists Commissioners Court in transitioning to and identifying new technology.
7. Under the direction of the County Administrator serves as Dallas County spokesperson to the media as it relates to the election process and voter registration.
8. Evaluates all legislation impacting the election process and keeps Commissioners Court and others informed of impact, addresses legislative hearings to articulate Dallas County's position of such bills, and participates in State and national election organizations in an effort to network information and provide input.
9. Performs other duties as assigned.
Qualifications
Education, Experience and Training:
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Liberal Arts, Social Sciences, or in a job related field of study. Seven (7) years of work related experience, including two (2) years of managerial experience in voter registration and election procedures.
Special Requirements/Knowledge, Skills & Abilities:
Must reside in or be willing to relocate to Dallas County. Must be a qualified Texas voter. Restrictions exist on the ability to be a candidate for a public office or an office of a political party, hold a public office, or hold an office of or position in a political party. Special rules apply to political contributions. Must post bond.
Preferred qualifications are: Served as the department head or assistant department head at an elections department serving a county with a population exceeding 200,000 and at least two years in the role.
