Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Code 013 Employee Services Division of NAVUNSEAWARCENDIV NEWPORT RI.

- You will require knowledge and experience with processing travel utilizing the Defense Travel System (DTS).
- You will process reimbursements including debt management resulting from travel processing utilizing the Defense Travel System (DTS).
- You will interact with the Defense Finance and Accounting Service (DFAS) in the management of debt incurred as a result of travel and disbursement processes.
- You will analyze complex financial data and provide solutions and recommendations and/or guidance to leadership.
- You will lead a diverse workforce of financial technicians in completing travel disbursements to ensure efficiency, financial integrity and adherence to laws, regulations and supervisor's instructions.
- You will as a lead communicate assignments, facilitate and communicate work assignments and process and track deadlines to the teammates.
- You will communicate with senior personnel to adopt common practices and reporting methods or seek new opportunities to collaborate and improve processes and services by developing new products or services or modifying existing processes.
- You will utilize automated financial system interfaces between Navy Enterprise Resource Planning (ERP), Defense Travel System (DTS), and Navy Enterprise Resource Planning (ERP) to analyze and resolve complex issues resulting from interface failures.
- You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction.
- You will oversee the NUWC Newport Passport Program in accordance with the Department of State guidelines and policies.
- You will communicate orally and in writing with peers, supervisors, and applicable parties outside of the organization.
- You will require expert knowledge of Inspector General Reports, Financial Improvement Audit Readiness Corrective Action Plans, and any other audit
and investigative reports issued for travel and disbursement issues proposing changes or corrections.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the
NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
leading financial technicians or analyzing complex financial data to diagnose problems or process travel disbursements utilizing automated financial pay systems for the proper execution of resources and compliance with policies. Additional information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high-grade position: therefore, the salary may be limited to a GS-13 Step 10 (currently $155,164).
This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA)
2012, Section 1599d. This certification level must be achieved within prescribed timelines.
This position is covered by the Department of Defense Priority Placement Program.
