Summary The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. You will serve as a Labor & Employee Relations and Work Life Program Specialist in the Human Resources Division (Code 1014) of the Naval Surface Warfare Center Panama City Division.
Duties Help
- You will advise management and employees on all aspects of Labor/Employee Relations and Work/Life programs, providing clear and accurate guidance on policies, procedures, and best practices.
- You will interpret facts and events and identify aggravating or mitigating factors relevant to Labor/Employee Relations and Work/Life issues, ensuring fair and consistent application of policies and procedures.
- You will analyze complex and sensitive human resources problems and issues, identify relevant factors, and develop sound recommendations across Labor/Employee Relations and Work/Life programs.
- You will serve as the NSWC PCD Representative for the Labor and Employee Relations Community of Practice, actively participating in discussions, sharing best practices, and contributing to the development of agency-wide initiatives.
- You will establish and maintain effective working relationships with diverse individuals and groups, including management, employees, union representatives, and other HR professionals.
- You will conduct supervisory training for assigned Labor/Employee Relations, and Work/Life programs, equipping supervisors with the knowledge and skills necessary to effectively manage their employees and administer relevant policies.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of human resource management principles to provide advisory and technical services on Employee Relations or Labor Relations functions and work practices. Examples of qualifying experience may include (1) expert knowledge of federal labor and employee relations regulations, policies, and procedures (5 CFR Parts 430, 432, 451, and 752, 5 USC Chapter 71) to effectively design, implement, and evaluate programs; (2) comprehensive knowledge of federal laws, rules, regulations, principles, and practices related to Work/Life programs, including telework, leave administration (including FMLA and other leave types), and awards programs; (3) ability to research and apply laws, rules, regulations, case laws, principles, and practices related to assigned programs (Labor/Employee Relations, and Work/Life Programs); (4) skill in advising management and employees on all aspects of Labor/Employee Relations, and Work/Life programs, providing clear and accurate guidance on policies, procedures, and best practices.

Additional information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $137,000). This position is covered by the Department of Defense Priority Placement Program.
