Assistant Fire Chief

General Statement of Duties: The purposeof this position is to manage and administer the operations and staff assignedto the Emergency Operations Division, an operational division within the Cityof Mebane Fire Department.
Thisposition will assist the Fire Chief in creating and implementing a vision forthe department, support, and promote its mission and values, and provide leadership for members toward conductingoperations daily.
This position will be responsiblefor assisting with planning, directing, and reviewing the Department'sactivities and operations in areas including fire suppression, hazardousmaterial mitigation, fire prevention, life safety code compliance, public safetyeducation, emergency medical services, department member training, recruitment,and hiring. This position is tasked with coordinating assigned activities with otherdepartments and outside agencies, and provide highly responsible andcomplex executive-level support to the Fire Chief as a member of the managementteam.
Duties and Responsibilities: Provide positive leadership, direction, and control for all members of the Emergency Operations Division.
Develop, plan, and implement the Division's goals and objectives.
Recommend, develop, and administer policies and procedures.
Direct, oversee and participate in the development of the respective division; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
Maintain effective and consistent one-on-one dialogue with all employees on a regular basis.
Provide initiative-taking performance planning and utilize Performance Measures to formalize performance goals, outline professional development plans, and discuss job competencies.
Continuously review employee performance and document through a performance review system and/or development program.
Participate in recommending the appointment of personnel; conduct and review performance evaluations; provide guidance and opportunities for career development of employees; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
Participate in development and management of the Department's Strategic Plan.
Provide positive leadership and development to Department personnel to foster a qualified and capable staff.

Participate in the development, administration, and management of the Fire Department budget; participate in the forecast of funds needed for effective operation of the Department; monitor and approve expenditures.
Participate in the research of alternative approaches to fire prevention, fire suppression, emergency medical, hazardous material handling, fire and life safety code application, and other emergency programs.
Manage the effectiveness of the pre-fire planning programs.
Attend and participate in professional meetings, conferences, and workshops.
Plan, coordinate, oversee and evaluate department training to assure compliance with local, state, and federal requirements.
Coordinate all training necessary for department members to maintain required certifications.
Schedule annual refresher training as required by Department of Insurance and Insurance Services Office.
Oversee department safety programs and coordinate with City Risk Management to maintain continuity and compliance with local, state, and federal requirements.
Prepare a variety of technical and departmental activity reports.
Respond in a timely and positive manner to complaints and requests for information.
Respond to major emergencies and assume an appropriate role within the Incident Command System.
Act in both a participative and evaluative capacity at emergency events.
Represent the Fire Chief, the Department, and the City in relationships with the public, community groups, professional organizations, other City departments and outside agencies.
When directed, fill in as acting Fire Chief.
Manage other programs and perform related duties as assigned and required.

Skill in motivating, communicating with, andinstructing/training others, using both technical and non-technical language toexplain complex subjects and processes.
Ability to operate fire apparatus and pumps, and in firesuppression techniques.
Ability to apply basic emergency medical assistance,including CPR and first aid.
Knowledgeable of the safe and proper operation of equipmentand tools.
Demonstrated skill in supervising, evaluating, training, andmotivating employees.
Skilled in utilizing public relations techniques inresponding to inquiries and complaints.
Skill in establishing and maintaining effective workingrelationships with State, Federal, and other local fire and emergencymanagement officials, elected officials, subordinate staff, colleagues, andCity residents.
Ability to communicate in one-on-one and groupsituations.
Ability to remain calm under adverse conditions and makingsound judgments concerning life and property under pressure.
Ability to develop partnerships and work collaborativelywith employee groups, outside agencies, and other elements of the community.
Ability to supervise and evaluate the work of staff andassigned work teams.

Ability to review and approve communication operationchanges affecting Fire Department dispatching.
Physical Demands: Work is typically performed whilesitting at a desk or table, with intermittent standing or stooping, whileoperating a motor vehicle, or at the scene of an emergency or non-emergencycalls for service. The employee will utilize equipment requiring a high degreeof dexterity and strength and must be able to work for extended periods of timein a physically hostile and stressful environment.
Work Environment: Work is typically performed in avariety of environments and locations involving high stress, high heat, extremetemperatures, difficult terrain, and varying heights, confined spaces, limitedvisibility, and hazardous atmospheres. Work environments include fire stations,vehicles, and emergency scenes.

Education and Experience:
Graduation from anaccredited college or university with an Associate degree in Fire Science or relatedfield and a minimum of ten (10) years' experience of firefighting, three (3) years'experience in the management of a municipal fire department, at the rank of Captainor higher, and extensive experience in tactics and training; or an equalcombination of education and experience.
