Summary
The incumbent serves as Executive Assistant to the Deputy Executive Director of the Office of Mission Support (OMS) within the Veterans Benefits Administration (VBA) in Washington, D.C. The Office of Mission Support oversees acquisition functions, policy development and procedures for VBA's activities in the areas of operations, Freedom of Information Act (FOIA), and custody and movement of Veterans' records.

Specific duties include:

The incumbent reports directly to the Deputy Executive Director of the Office of Mission Support and is responsible for the coordination of administrative activities and providing technical support to the Deputy Executive Director.
The incumbent independently develops detailed responses, outlines, talking points, briefings, or position papers on behalf of the Deputy Executive Director or other VBA front office regarding organizational issues to ensure VBA's position is in line with Agency and Federal policies. Directly supports the Associate Deputy Director leadership by responding to inquiries and data requests. Serves as OMS's primary point of contact for responding to and/or coordinating responses to OMS wide initiatives, requirements, and request for information. Additionally, gathers background material and develops speeches on a wide range of subjects for OMS to present to VA, service organizations and other stakeholders.
Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
The incumbent develops correspondence on behalf of the Deputy Executive Director and may provide alternate support to the Executive Director that communicate intent on key issues; develops and maintains briefings and papers that articulate the vision and direction; and provides analysis of and recommendations on vision and strategic guidance on a variety of topics in the direction of the executive or senior leadership. The incumbent maintains favorable relations with all other internal and external organizations interested in VBA processes, services, and benefits. The incumbent acts for the Deputy Executive Director in meetings and on task forces, working groups, and a wide range of matters other than those requiring specific, senior management engagement.

Demonstrates comprehensive knowledge and experience serving as a team lead and representative in special focus working groups that plan and develop strategies and provide mission oriented solutions to resolve issues. Activities include coordinating the efforts of the group, and consolidating findings into a completed product (e.g., evaluation report, proposed changes in legislation or regulations, or recommended course of action). Expresses comprehensive and up-to-date knowledge of operational procedures used throughout the organization.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/02/2025.
TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

For a GS-14 position you must have served 52 weeks at the GS-13 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: 1 year equivalent to at least next lower grade level
For the GS-14: In addition to knowledge of the previous levels, assignments are independently planned and carried out with expert level of knowledge, evaluation and efficiency:
- Applies expert knowledge to formulate new concepts, principles, and methods, and advise top agency management officials on the development and implementation of policy and procedures.
- Essential knowledge qualifications include a demonstrated capacity for vision and forward thinking.
- Expert ability to manage special projects from origin to completion and provide milestones, updates and reporting for successful project management.
- Expert skills in the visualization of complex processes and procedures to facilitate communication of concepts, programs, projects, and systems to the senior leadership paired with presentation, persuasion, and team building skills.
- Mastery experience with schedule management and prioritizing tasks.
- Expert experience drafting and proofing written correspondence and responding to various stakeholders as submitted work has high-level review and scrutiny in grammar and spelling, and the content and context is prepared for executive-level concurrence in proper formatting without significant changes.
- Applies the knowledge to lead special focus groups and mission oriented solutions to resolve issues directed by the Executive and Deputy Executive Director.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
