Under the leadership of the Director, Employee Labor Relations, the Employee & Labor Relations Coordinator helps to strengthen the employer/employee relationship through identifying and resolving workplace issues related to policy interpretation and administration, performance management, and behavioral and conduct concerns. The incumbent in this role will manage a fair, equitable, and transparent investigatory fact-finding process and will demonstrate the ability to provide direct feedback and is diplomatic in the delivery of unfavorable information. He/she must be able to articulate issues to involved parties in the form of findings and conclusions so that long-term, sustainable solutions can be developed and applied. Responsible for investigating highly sensitive and/or confidential issues involving alleged violations of laws, regulations and college policies (including those prohibiting discrimination, harassment, retaliation and workplace bullying). The successful individual will manage a caseload of numerous investigations, working both autonomously and collaboratively to conduct prompt, thorough, and fair investigations.
Characteristic Duties and Responsibilities

Investigation Management: Manages and completes all complaint investigations from initial intake to conclusion in alignment with college procedures. This includes handling complex allegations of law or policy violations related to EEO, discrimination, harassment, retaliation, bullying, ADA, and Title IX, ensuring all cases are processed promptly and fairly.
Conflict Resolution and Mediation: In partnership with HR Partners, proactively works to address and resolve workplace disputes. This involves designing and implementing informal mediation and conflict resolution programs to address issues at their earliest stages, preventing them from escalating into formal complaints.
Strategic Inclusion and Belonging Integration: Develops and promotes strategies to integrate inclusion and belonging principles into all employee relations processes and policies. Provides proactive guidance to managers on how to foster a more equitable workplace and mitigate potential sources of systemic bias.
Data-Driven Insights and Strategic Recommendations: Analyzes data from complaints, investigations, and other employee relations activities to identify key trends and patterns. Provides strategic, preventative recommendations and data-backed reports to management and executive leadership to enhance organizational health.
Employee Wellness and Support: Collaborates with the Employee Assistance Program (EAP), employee and ombudspersons and other wellness resources to ensure employees involved in or impacted by workplace conflicts have access to necessary support services. Acts as a resource for employees seeking guidance on navigating mental health and wellness challenges.
Change Management, Training and Communication: Develops and implements communication strategies and training programs to ensure the successful and equitable rollout of new or updated policies and procedures. This includes crafting clear messaging and providing tools for leaders to manage change effectively. Designs and delivers awareness training for staff on key policies and professional conduct to promote a respectful and productive environment.
Document Management: Compiles, prepares, and maintains relevant documents to create timely and comprehensive written investigative reports that clearly identify the issues investigated, relevant policies, and summary of relevant evidence and findings. This includes accurate logs, complete reports and other documentation in relations to the investigation to analyze and for a conclusion.
Database Management: Serves as the system administrator for the college's complaint management system. Develop and maintain an organized electronic filing system that encompasses all of the office's activities within the system. Conduct biennial system audits to ensure that all case files have been completed accurately. Analyzes data and develops reports to communicate the information on a regular basis.
Policy and Procedure Administration: Serves as one of the department's administrative experts on compliance policies and college procedures. May assist with the development of college policies and is responsible for creating and maintaining standard operating procedures. Advises supervisors of district policies and procedures in order to support employee performance management and corrective actions, including discipline and dismissal actions, and management of complaints.
Disciplinary Action: Drafts detailed investigative reports and makes objective and factual findings that address all relevant policy issues; provides recommendations and advice for corrective action. Drafts disciplinary actions such as reprimands, suspension, demotions, disciplinary reassignment and terminations and forwards to supervisor for approval.
Communication and Transparency: Provides timely communication to all relevant parties throughout the investigation process. Interacts with employees at all levels, helping to develop understanding, transparency, and trust around the college's investigative function. Coordinates accurate and timely responses to all union and legal requests for information and employee requests for personnel files.
Continuous Learning and Professional Development: Maintain current knowledge of best practices and standards in higher education along with state and federal law. Actively organize and/or participate in applicable workgroups, committees and professional associations or conferences to promote continuous learning. Participate in trainings and workshops to increase knowledge, awareness, and practice of the College's diversity, equity, and inclusion initiatives.
College Committees and System Engagement: Chair and/or participate in cross-functional committees and organize, review, and debrief meetings among stakeholders. Attend state-called or other external meetings, including district board meetings as required.
Other Duties: Perform other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

Demonstrated ability to understand, interpret and explain policies, procedures, and written and oral
instructions related to Affirmative Action.
Ability to establish and maintain effective working relationships with MATC staff, faculty, students, representatives from outside agencies and educational institutions, and the general public.
Ability to independently search for and acquire knowledge needed to perform job duties.
Ability to conduct investigatory fact finding meetings and performance management meetings.
Ability to work under pressure on a variety of overlapping projects.

Qualifications
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and
procedures.
Required Education & Experience : Bachelor's Degree in Human Resource Management, Business Administration, Administrative Leadership, Public Administration, Criminal Justice, or other related field. Minimum of three years experience with supporting activities around Affirmative Action and EEO development guideline interpretation. Must have experience conducting investigations and compliance audits.
Preferred Education & Experience : Master's degree; Five years of experience as noted above.
Preferred Licensure/Certification: Title IX Certified

Start Date: This position works in the Department of Human Resources. A start date of September 29, 2025 or October 13, 2025 is ideal.
Hours/Location: This position works 40 hours per weekWork hours are Monday - Friday 8am - 4:30pm. Position offers the ability for remote work up to 50% after completion of training period. Employees will conduct all work hours in the State of Wisconsin , performing work outside the state is strictly prohibited.

Health Insurance

MATC offers a choice between two medical insurance plans. See below for plan types:
- Low Deductible PPO
- High Deductible PPO
Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll.
MATC contributes a generous percentage towards medical insurance premium.
Both medical plans include prescription drug coverage at no additional cost to employees.
Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan.
Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.

Dental Insurance

MATC offers a group dental plan through Delta Dental.
Upon selection, the dental insurance plan coverage begins the first of the month following start date.
Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.

Vision Insurance

MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
Plan covers eye exam, frames, lenses and contact lenses.

Group Life Insurance

MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.

Long-Term Disability

MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.

Flexible Spending Accounts

MATC offers two types of Flexible Spending Accounts (FSA):
- Health Care FSA
- Dependent Care FSA
This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.

Retirement Savings

Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf. Contribution rates are subject to change annually as set by the State.
In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.

Sick Leave

MATC offers employees a generous sick leave plan per year.
Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.

Vacation

MATC offers a vacation policy to employees for the purpose of rest and relaxation.
Vacation is earned at a generous rate each year of employment. (Not available for Instructors)

Paid & Flexible (Floating) Holidays

MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).

Tuition Benefits:

Employees are eligible for tuition reimbursement and waiver after completing probationary period.
Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
